Farah Walters
Chief Financial Officer
With over three decades in healthcare finance, Farah is a driving force behind our commitment to responsible, mission-aligned growth. Before co-founding Texas Star WellCare, she held senior roles at Christus Hospital, where she oversaw critical improvements in financial performance and regulatory compliance.
At Texas Star, Farah ensures every dollar is invested in ways that directly benefit patients and their families. She believes that financial integrity and transparency are essential to delivering care with dignity and compassion.
Farah holds a Master of Science and a bachelor’s degree in accounting from University of Texas at El Paso. She also serves on our Board of Directors and is deeply committed to expanding access to home healthcare for those who need it most.
Mark Walters
Chief Executive Officer
Mark Walters has dedicated over 30 years to improving healthcare systems for underserved populations. As CEO, he has led Texas Star WellCare through a period of transformational growth, expanding our services to 10 counties, introducing clinical innovations, and leveraging technology to improve care quality and coordination.
Mark is committed to reducing health disparities and creating sustainable models of home-based care. He has spearheaded initiatives that tackle social determinants of health, reduce hospital readmissions, and support caregivers with professional development and resources.
Mark serves on our Board of Directors and several community coalitions focused on aging in place and health equity. He holds a Master of Healthcare Administration from the University of Phoenix and remains focused on advancing access to compassionate, community-rooted healthcare.
Hoshem Massoodi
Assistant to the Home Health Administrator
Hoshem brings energy, empathy, and operational excellence to his role supporting our daily care delivery. With 10 years of experience in healthcare administration, he helps coordinate care plans, manage compliance and scheduling, and ensure clear communication between patients, families, and clinical staff.
